Penalties for administrative violations on invoices
If goods are transported without an invoice, one of the following specific acts will be punished according to regulations, including:
- Failure to issue a general invoice in accordance with the law on goods sales invoices will result in a fine of between VND 4,000,000 million - VND 8,000,000 million (according to Clause 4, Article 3 of Decree 49/2016/ND-CP)
- Failure to issue an invoice when selling goods or services with a payment value of VND 200,000 or more to the buyer according to regulations will result in a fine of VND 10,000,000 million - VND 20,000,000 million. Along with being fined, business organizations and individuals must issue invoices to the buyer. (according to point b, clause 4, Article 38 of Decree 109/2013/ND-CP).

- A fine of 1.5 times the amount of tax evaded shall be imposed on taxpayers in the following cases: First violation, with aggravating circumstances or second violation, with an extenuating circumstance;
- Two fines calculated on the amount of tax evaded shall be imposed on taxpayers in the following cases: Second violation without mitigating circumstances or third violation with one mitigating circumstance;
- A fine of 2.5 times the amount of tax evaded shall be imposed on taxpayers in the following cases: Second violation with an aggravating circumstance or third violation without extenuating circumstances;
