Responsibilities of the CO applicant
Traders requesting issuance of CO should note their responsibilities before the law. According to the content specified in Article 3, Circular No. 10/2009/TT-BCT, the applicant for issuance of CO has the following responsibilities:
- Register trader profile with C/O issuing organization as prescribed in Article 5;
- Submit application dossier for issuance of C/O to the C/O issuing organization;
- Prove that exported goods meet origin regulations and create favorable conditions for C/O issuing organizations to verify the origin of goods;
- Be responsible before the law for the accuracy and truthfulness of declarations related to the application for C/O, even in cases authorized by the exporter;

- Create conditions for C/O issuing organizations to physically inspect production facilities or places where exported goods are raised, grown, harvested and processed;
