What is the AFR fee?
AFR fee is the abbreviation for "Advance Filing Rules", meaning advance declaration regulations, understood as electronic manifest fees for goods exported to Japan.
Japanese Customs requires all goods imported to Japan to declare AFR fees and make declarations before the ship departs to enter a port or airport in Japan. The carrier will be the unit in charge of transmitting AFR information to help exporters.
The AFR fee is collected by the carrier to declare goods information to the Japanese Customs Authority at least 24 hours before the transport vehicle runs. The declaration is intended to limit smuggling and avoid risks to the safety of goods entering the Japanese market. The Japanese Customs Department has announced the application of electronic manifest declaration.

Calculated according to the number of shipments
If importing and exporting goods in batches, AFR fees may be calculated based on the number of shipments. Each shipment will have a flat or prorated fee applied.
Calculated by type of goods
For certain types of goods, special AFR rates may apply. For example, sensitive goods such as electronics and dangerous goods may require a higher AFR fee.

Penalties for violating regulations on AFR declaration
How much is the AFR fee?
Currently, the pre-declaration surcharge for goods going to Japan is being collected at a rate of 30 - 40 USD/Shipment. That is 30 - 40 USD/ Bill.
Unlike some other surcharges that are collected based on the number and type of shipping containers, the AFR fee is not collected based on the number and volume of container goods. Whether you transport 1 or 100 containers, there is only one Bill of Lading. Therefore, the fee still ranges from 30 - 40 USD/Bill.
Timeline and penalties applied when declaring AFR
From March 1, 2014, the implementation of AFR declaration has been applied but there are no regulations on penalties for late or no declaration.
From March 9, 2014, fines began to be applied for cases of false or late declaration according to regulations.
Below are some cases that will result in a fine of up to 5,000 USD or 1 year in prison:
- Without declaring AFR, the shipment will not be loaded onto the ship;
- Not declaring AFR but still allowing the goods to be shipped;
- Making false declarations and not correcting or adjusting them, as well as not following up on document completion.
* Note: If you have goods imported into Japan, register for a manifest account immediately to avoid delays in the entry process. Processing time for registering a manifest account is about 3-4 working days (excluding holidays, Saturdays and Sundays).
Manifest declaration time: At least 24 hours before the ship departs from the port of origin to Japan. No modifications will be accepted after the train departs. The deadline to declare AFR is 24 hours before the time the ship leaves the port of shipment.
