Currently, the pre-declaration surcharge for goods going to Japan is being collected at a rate of 30 - 40 USD/Shipment. That is 30 - 40 USD/ Bill.

Unlike some other surcharges that are collected based on the number and type of shipping containers, the AFR fee is not collected based on the number and volume of container goods. Timeline and penalties applied when declaring AFR

From March 1, 2014, the implementation of AFR declaration has been applied but there are no regulations on penalties for late or no declaration.

From March 9, 2014, fines began to be applied for cases of false or late declaration according to regulations.

Below are some cases that will result in a fine of up to 5,000 USD or 1 year in prison:

  • Without declaring AFR, the shipment will not be loaded onto the ship;
  • Not declaring AFR but still allowing the goods to be shipped;
  • Making false declarations and not correcting or adjusting them, as well as not following up on document completion.

* Note: If you have goods imported into Japan, register for a manifest account immediately to avoid delays in the entry process. Processing time for registering a manifest account is about 3-4 working days (excluding holidays, Saturdays and Sundays).

Manifest declaration time: At least 24 hours before the ship departs from the port of origin to Japan. No modifications will be accepted after the train departs. The deadline to declare AFR is 24 hours before the time the ship leaves the port of shipment.
