Procedures for granting import licenses according to tariff quotas

Based on the amount of tariff quota announced annually and registration of traders, the Ministry of Industry and Trade considers granting import licenses according to tariff quota to traders. Specifically, the application for an import license under tariff quotas is carried out according to the provisions of Points a and b, Clause 1, Article 9 of Decree 69/2018/ND-CP, specifically as follows:

  • Application for import tariff quota registration according to the form specified in Appendix XIII attached to Circular 12/2018/TT-BCT: 1 original copy;
  • Investment Certificate or Business Registration Certificate or Enterprise Registration Certificate: 1 copy with the trader's seal.

After completing the required documents, the process of granting an import license according to tariff quotas is carried out according to Clause 3, Article 15 of Circular 12/2018/TT-BCT:

  • Traders submit 1 set of required documents directly or by post or online (if applicable) to the Ministry of Industry and Trade (Department of Import and Export), address: 54 Hai Ba Trung, Hoan Kiem District, Hanoi. Internal;
  • In case the dossier is not complete, in accordance with regulations or additional explanatory documents are needed, within 3 working days from the date of receiving the dossier, the Ministry of Industry and Trade shall notify the trader to complete the dossier;
  • The time limit for granting import licenses under tariff quotas to traders is within 10 working days, calculated from the time of assignment as prescribed in Clause 5, Article 14 of Circular 12/2018/TT-BCT and The Ministry of Industry and Trade received a complete set of documents in accordance with regulations.
