- Vehicles of the Ministry of Public Security;
- Cars of representative agencies of the Ministry of Foreign Affairs, consular offices, representative agencies of international organizations in Vietnam and cars of foreigners working in those agencies;
- Cars of agencies and organizations specified in Appendix No. 01 issued with Circular 58/2020/TT-BCA.
Traffic Police Department
According to Circular 58/2020/TT-BCA, traffic police departments of provinces and centrally run cities register and issue license plates for the following types of vehicles:
- Cars, tractors, trailers, semi-trailers, motorbikes with a cylinder capacity of 175cm3 or more, vehicles subject to confiscation and vehicles with similar structures to the vehicles mentioned above;

Step 1: Pay registration fee
According to the provisions of Article 3 of Decree 10/2022/ND-CP, car buyers will pay registration fees at the following rates:
Registration fee amount = Registration fee calculation price x Registration fee collection rate
In Article 8 of Decree 10/2022/ND-CP, the registration fee for motorbikes is 2%. Motorcycles of organizations and individuals in centrally run cities; provincial cities; The town where the Provincial People's Committee is headquartered pays the first registration fee at a rate of 5%. According to the provisions in Appendix I attached to Decree 126/2020/ND-CP, registration fee declaration documents include the following documents:
- Registration fee declaration according to form No. 02/LPTB;
- Copies of documents on legal purchase, sale, and transfer of assets (purchase and sale contracts, gifts);
- A copy of the vehicle registration of the previous owner or a copy of the certificate of revocation of registration and vehicle license plate from the police agency (applicable when registering to transfer title - buying a used car);
- Copy of certificate of technical safety and environmental protection quality issued by the Vietnam registry (for cars, trailers or semi-trailers pulled by cars and similar vehicles);
- Copies of documents proving that the property or property owner is exempt from registration fees (if any). Currently, it is possible to declare registration fees online.
Step 2: Complete the vehicle registration application
To complete the vehicle documents, the vehicle owner needs to submit a number of additional documents as prescribed in Article 10 of Circular 58/2020/TT-BCA:
- Vehicle registration declaration;
- Vehicle origin documents: Declaration of origin of imported cars and motorbikes (for imported vehicles) or factory quality inspection sheet of road motor vehicles according to regulations (for manufactured vehicles , assembled domestically);
- Vehicle ownership transfer documents: Invoices, financial documents (receipts, receipts);

- Vehicles worth from 15 million VND to 40 million VND: Fees from 1 million VND - 2 million VND;
- Vehicles worth over 40 million VND: Fees from 2 million VND - 4 million VND;
* For other centrally run cities, provincial cities and towns:
- Vehicles worth 15 million VND or less: Fee 200 thousand VND;
- Vehicles worth from 15 million VND to 40 million VND: Fee 400 thousand VND;
- Vehicles worth over 40 million VND: Fee 800 hundred thousand VND.
For other localities: All types of vehicles pay the same fee of 50,000 VND. After completing the procedure to buy a new motorbike, the vehicle owner will be able to click on the license plate and receive the license plate along with an appointment to get the Vehicle Registration Certificate.
