Conditions for importing wood to Vietnam
Before carrying out procedures to import natural wood, you first need to check the scientific name of the imported wood. Determining the name of the wood will help you know whether that type of wood is allowed to be imported to Vietnam or not. To find out this information, you can see details in the CITES list issued together with regulations and Circulars issued by competent state agencies. Based on the CITES list, there are 3 cases:
- If the type of wood you intend to import is not on the CITES list, you can make normal import documents like other goods;
- If the imported wood is in group I, it is not allowed to be imported;
- If the imported wood is in groups II and II, when importing, you must ask for permission from the Vietnam CITES Authority to be allowed to import.
For case 3, the Enterprise needs to send a set of dossiers requesting opinions on wood import to the Vietnam CITES Management Authority. When submitting an application, there are 2 cases:

- Within 8 days from the date of receiving the valid dossier, the Vietnam CITES Management Authority is responsible for issuing the permit;
- Within 3 days from the date of receiving the dossier, the Vietnam CITES Management Authority will notify the business when the dossier is invalid.
In cases where consultation is required before granting an import permit, the Vietnam CITES Management Authority will do so. Implementation time should not exceed 30 days.
General requirements when importing wood according to regulations
Currently, in order to minimize the impacts of trade risks caused by the wood industry, on September 1, 2020, the Government issued Decree No. 102/2020/ND-CP Regulating the Timber Compliance Guarantee System. Vietnamese law. Accordingly, based on Article 4 of the Decree, imported wood products must meet the following general requirements:
- Imported wood must be legal, go through import procedures and be subject to inspection and supervision by the Customs agency according to the provisions of Customs law;
- Management of imported wood is carried out on the basis of applying risk management measures to prevent, detect, stop and promptly handle violations of the law;
- Imported wood is risk managed according to the criteria of determining whether a country belongs to a positive or negative geographical region, and whether the type of wood is at risk or not;
- The owner of imported wood is responsible before the law for the legal origin of the imported wood.
HS code of imported wood types
When importing wood to Vietnam, many different HS codes will be applied depending on the structure when imported. You can refer to some HS code groups of imported wood as follows:
- 4407: Is a group of woods that have been sawn or sawn lengthwise, sliced or peeled, planed or unplaned, sanded or end-jointed, with a thickness of over 6mm;
- 4408: Is a group of wood panel products used to make surface layers (including wood panels obtained by slicing laminated wood), with a thickness of not more than 6mm;
- 4403: Is a group of raw woods, peeled or unpeeled, sapwood or roughly squared. This is the most common group of wood imported to Vietnam.
* Note: To determine the HS code of sawn wood products, you only need to base it on the thickness of the wood.
Documents need to be prepared when importing wood to Vietnam
* Plant quarantine records:
- Plant quarantine registration certificate;
- Plant quarantine certificate issued by the competent plant quarantine agency of the exporting country;
- Import plant quarantine permit.
* Wood import customs documents:
- Import goods declaration: wood import
- Commercial invoice in case the buyer must pay the seller
- Customs declarants are not required to submit commercial invoices in certain cases.
- Bill of lading or other transport documents.
* Wood import license:
- Import quarantine certificate
- Value declaration
- Document certifying the origin of goods (only in certain cases).
Plant quarantine process when importing wood
When importing wood to Vietnam, you will need to carry out the plant quarantine process before customs clearance for the wood shipment. The specific plant inspection process steps are as follows:
* Step 1: Create an account for the Enterprise on the national 1-stop system at https://vnsw.gov.vn/
* Step 2: Upload quarantine documents including: Registration form in the system, attach phytosanitary, quarantine permit if any, bill, contract, invoice and packing list. Wait for additional amendments until the application is approved.
* Step 3: Prepare a set of hard documents to submit:
- Contract, invoice, packing list, bill: 1 copy;
- Phytosanitary certificate: 1 original.
* Step 4: Sample at port
- Register to take samples at the port;
- Wait for the quarantine results to be uploaded to the system and issue a hard copy of the quarantine results;
- Submit quarantine results to the Customs Authority and continue customs clearance procedures.
After completing customs procedures for imported goods, businesses only need to go to the port and change orders to ship goods back. For taxable shipments, taxes must be paid before receiving the goods.
