- Goods whose temporary import period has expired and must be re-exported;
- Goods imported by Vietnamese enterprises from abroad, awaiting entry into the domestic market, for which import duties have not yet been paid;
- Goods owned by foreign shippers for which a sales contract with a Vietnamese enterprise has not yet been signed;
