  • Circular 34/2018/TT-BNNPTNT dated November 16, 2018 amended; Supplementing a number of articles of Circular 33/2014/TT-BNNPTNT dated October 30, 2014 and Circular 20/2017/TT-BNNPTNT dated November 10, 2017 of the Minister of Agriculture and Rural Development;
  • Circular 04/2015/TT-BNNPTNT dated February 12, 2015 guiding the implementation of a number of contents of Decree No. 187/2013/ND-CP dated November 20, 2013 of the Government detailing the implementation of the Law commercial activities of international goods trading and agency activities of buying, selling, processing and transiting goods with foreign countries in the fields of agriculture, forestry and fisheries;

Procedures for applying for a Plant Quarantine Certificate (Phytosanitary Certificate)

Register for plant quarantine

In Clause 2, Article 1 of Circular 34/2018/TT-BNNPTNT, the owner of the object submits 01 (one) set of plant quarantine registration documents at the plant quarantine agency or by post or online via the Mechanism. National one-stop shop. Components of the plant quarantine dossier include:

  • Plant quarantine registration certificate (according to the quarantine agency's form and declaring full information about the shipment requiring quarantine);
  • Goods purchase contract (mandatory) with bill of lading + invoice + packing list (if any);
  • Authorization letter of the goods owner (if the registering party is the person authorized by the goods owner).

Receive and check documents

The plant quarantine agency is responsible for receiving and checking the validity of documents according to regulations. In case the dossier is invalid, request the object owner to supplement and complete the dossier;

Inspect the object

Based on the results of document inspection; The plant quarantine agency decides on the location and arranges officials to inspect the batch of objects in the following order:

  • Preliminary inspection: External inspection of the batch of objects; packing; Transportation; slot; slit; crevices and places where harmful organisms can hide; collect flying insects; Crawling or clinging to the outside of the object;
  • Detailed inspection: Internal inspection and sampling of shipments according to regulations in QCVN 01-141:2013/BNNPTNT National technical regulations on plant quarantine sampling methods; Collect objects carrying harmful symptoms and harmful organisms.

Inspection of harmful organisms

The plant quarantine agency sends samples of objects subject to plant quarantine; objects carrying harmful symptoms; and harmful organisms collected to the Pest Inspection Organization. The pest inspection organization conducts the inspection of harmful organisms and returns the results to the plant quarantine agency.

Items that require a Phytosanitary Certificate

Not all products of plant origin require plant quarantine procedures. Pursuant to Articles 1,2,3 of Circular No. 30/2014/TT-BNNPTNT dated September 5, 2014 of the Ministry of Agriculture and Rural Development. Below is the List of goods required to undergo plant quarantine before being exported/imported through Vietnam, including:

  • Goods originating from plants such as wood, agricultural products such as tea, rice, coffee, pepper, etc.;
  • Goods are packaged from wood or wooden pallets, wood for packaging machinery, spare parts, etc.;
  • Other objects capable of carrying plant quarantine objects shall be determined by the Plant Protection Department and reported to the Minister of Agriculture and Rural Development for decision.

Note when carrying out import and export plant quarantine procedures in Vietnam

  • Export plant quarantine procedures need to be done at least 01 - 03 days before the ship's departure date. The date of issuance of the certificate should be the same day as the ship's departure date (For Sea goods);
  • You need to bring a sample of the product to the Department for inspection if the product can be taken away;
  • If the product cannot be sampled or has abnormalities, the department will transfer the records to the supervision department at the port awaiting export. The supervision department will physically inspect the goods and return the certificate directly to the goods owner.
