According to data published in the VLA Logistics White Book 2018, if in 2016 the number of logistics service enterprises in Vietnam was 22,366, then by 2018, this number corresponds to about 30,971 enterprises, an increase of 30%. In general, if production and business enterprises have an average scale of 100 employees, they need at least 4 logistics workers (import and export management, purchasing, warehouse, transportation and distribution). It is estimated that in the period 2018 - 2030, the total demand for logistics human resources of Vietnamese businesses is: Dlog = (*) + (**) = 1,585,971 + 634,781 = 2,220,752 (people) 4.2.1.2.

Survey results of logistics human resource needs at Vietnamese manufacturing and business enterprises and logistics service businesses show that 81% of businesses have plans to develop logistics human resources in the coming year. Of these, 33.3% of businesses plan to increase both the scale and quality of human resources; 28.6% of businesses plan to increase training and improve human resource quality; 19% of businesses plan to increase the size of their human resources.

According to Decision 200/QD/Prime Minister, some specific development goals of the logistics industry by 2025, growth rate of 15 - 20%, contribution to GDP of 8 - 10%; outsourcing rate 50 - 60%; logistics costs equivalent to 16 - 20%; national capacity index ranking of 50 or higher. Also according to the Vietnam Logistics Service Business Association, the country has more than 3,000 businesses participating in providing logistics services, of which 70% are headquartered in Ho Chi Minh City. 1,300 businesses are actively operating.

However, Vietnam's human resources logistics industry has not met the requirements of the logistics service industry, lacking the quantity and quality of high-quality human resources. The demand for human resources in the logistics industry lacks comprehensive knowledge, ICT qualifications are limited, and have not kept up with the development progress of world logistics. Logistics English proficiency is still limited, only about 4% of human resources are fluent in professional English, and 30% of businesses have to retrain employees.

Meanwhile, the need for national human resources by 2025 is about 300,000 professional employees, with professional qualifications, ICT and English to meet the requirements of the Industrial Revolution 4.0, out of about 1 2 million people work in the logistics field. According to a survey of 108 businesses by the Business Association in September 2017, nearly 50% of companies need to recruit 15 - 20% more employees in the near future. The connection between businesses and schools is not much, not practical and does not meet the needs of businesses.
