What is Manifest?

What is Manifest? Manifest is understood as a system for receiving goods declarations and documents and papers of shipments used for customs clearance of immigration ships. When the shipment arrives at the port, the ship will receive an Arrival Notice. Customs declaration is done by the port agent. Information about the shipment that needs to be declared includes: bill of lading number, quantity of goods, details of the shipment, ship departure date, bill of lading issuance date. How much is it?

Thus, the shipping company declaring goods information to customs is called Manifest declaration. The shipping company making the Master Bill should declare the Manifest for the Master Bill, the Forwarder making the House Bill should declare the Manifest for his House bill. Manifest is as important as Customs declaration because after receiving the A/N (Arrival Notice), the consignee will take the D/O delivery order to customs to pick up the goods, if the information on the D/O is the same as the declared information. on the Manifest, customs will deliver the goods to the consignee (consignee).

According to regulations, customs declarants can proactively choose the most suitable and convenient Manifest location. There are currently 2 forms of Manifest declaration that you can apply:

  • Declare online declaration on the National Single Window Information Portal. The declaration form is prescribed according to the standards of the General Department of Customs.
  • Declare the manifest directly on the website of the General Department of Customs.

Manifest declaration is done online, the manifest declarer can upload manifest information to the customs system. By entering directly or importing first from an excel file then uploading the file to the system. METHOD 1: DECLARE MANIFEST BY IMPORTING EXCEL FILE

Declaring a manifest using an excel file is the way many people choose to declare a manifest to the customs system. Because this method of declaration is simple, quick and has the fewest errors. Declaring manifest using excel file includes the following steps:

  • Step 1: Notify the shipping company to assign the right to declare a consolidated bill of lading. This is an extremely important step, if you are not authorized to declare a consolidating bill of lading. By default, imported goods are only MB/L, and the shipping company will declare a manifest for that bill of lading. In case of LCL shipment, you must notify the consol unit for authorization;
  • Step 2: Enter information into the excel file;
  • Step 3: Log in to the national one-stop system vnsw.gov.vn ;
  • Step 4: In the MINISTRY OF TRANSPORT section => MARINE DEPARTMENT => LICENSING MANAGEMENT OF DOCUMENTS => Select declaration file code => right click and select “electronic declaration” => Consolidated bill of lading
  • Step 5: After completing step 4, the manifest screen will appear as below. You "select the excel file" imported in step 2 then select "import". The system will automatically retrieve the information from the excel manifest file that you entered in step 2.

METHOD 2: DECLARE MANIFEST DIRECTLY ON ONE-STOP SYSTEM

  • Step 1: Notify the shipping company to assign the right to declare a consolidated bill of lading. This is an extremely important step, if you are not authorized to declare a consolidating bill of lading. By default, imported goods are only MB/L, the shipping company will declare a manifest for that bill of lading. In case of LCL shipment, you must notify the consol unit for authorization;
  • Step 2: Log in to the national one-stop system vnsw.gov.vn ;
  • Step 3: In the MINISTRY OF TRANSPORTATION section => MARINE DEPARTMENT => LICENSE MANAGEMENT OF DOCUMENTS;
  • Step 4: After completing step 3, the screen will appear "Management of transit import and export ship documents".

What should you keep in mind when declaring Manifest?

  • First , declare the information identical to the information on the delivery order that the shipper has declared. Only then will the customs officer deliver the goods to you. If the information on both sides is not consistent, the goods will not be delivered to you;
  • Second , the declaration needs to be done early, to avoid declaring it too late, leading to having to pay a penalty fee;
  • Third , when declaring online, registering an account and logging into the system is also very important. The password you create must have at least 8 characters including numbers. After successfully logging into the system, you need to access record management to perform declaration functions as well as modify records according to the content declared by the goods owner;
  • Fourth , you will not be allowed to change or delete any information on the declaration file.

* If I declare incorrectly in the Manifest, can it be corrected, is there a fee?

Visit the website https://e-manifest.customs.gov.vn and proceed to log in and edit. After editing the declaration according to the latest information, the declarant needs to select this shipment record code, then request editing and push the record. The declarant needs to prepare the following documents to the Customs office to request the Customs to accept the correction. Dossier to amend manifest includes:

  • Official letter requesting to amend manifest;
  • Email from agent or shipper requesting manifest adjustment;
  • HBL of the shipment;
  • MBL of the shipment.

Enterprises can edit the manifest, but before the notification appears, the consolidated bill of lading has sent processing data to the Ministries and branches. At this time, editing will be free of charge. However, after the green tick line "NOTICE: Consolidation bill of lading has been sent to the professional processing system of ministries and branches" , the action to edit the manifest will incur a fee. After Customs accepts the revision, the manifest adjustment is considered complete and picking up the goods when they arrive is easier.
