Procedure for declaring imported chemicals

Chemical declaration is mandatory for chemicals listed in Appendix V of Decree No. 113/2017/ND-CP. The following are the steps to declare chemicals.

  • STEP 1: REGISTER FOR AN ACCOUNT

To be able to declare chemicals, you must register an account on the national one-stop information portal https://vnsw.gov.vn/ . If you register online after 2 hours, your account will be approved no later than the next day.

  • STEP 2: DECLARE CHEMICAL

To declare chemicals, it is necessary to prepare the following documents: Contract, commercial invoice, packing list, bill of lading, MSDS. These documents are used to attach to the declaration dossier. Declaring chemicals is very simple, just select the chemical declaration section and enter the necessary information as required. There will be blank fields that just need to be filled in and done.

  • STEP 3: WAIT FOR RESPONSE AND RECEIVE RESULTS

After the dossier is sent, it will be checked and approved by the Department of Chemicals. If documents are missing, additional requests will be made until all documents are complete and import is confirmed. Normally, the response time from the Department of Chemicals is quite fast, about 2 hours, with results the next day at the latest.

Cases of exemption from declaration

According to Article 28 of Decree No. 113/2017/ND-CP, the following cases when importing chemicals are exempt from declaration:

  • Chemicals are produced and imported to serve security, national defense, and respond to natural disasters and emergency epidemics;
  • Chemicals that are drug precursors, explosive precursors, industrial explosives and table chemicals that have been licensed for production and import;
  • Imported chemicals less than 10 kg/time. The exemptions mentioned in this point do not apply to chemicals restricted from production and trading in the industrial sector;
